Downtown Revitalization
Council’s Strategic Priorities and the Roads & Water Integrated 20-Year Asset Management Plan highlight the need for infrastructure work on Wharton Street, including watermain replacement and electrical upgrades, to ensure the longevity and safety of essential services. This includes:

Stormwater improvements to service new density and growth

Replacement of aging water lines

Relocation of overhead power lines to underground
These underground upgrades require significant construction, making it an ideal opportunity to enhance the streetscape as well. By revitalizing public spaces, modernizing streets, and creating a more attractive and functional environment, we maximize the investment and bring added value to the community.

Downtown Summerland Complete Communities Assessment
The Complete Communities Grant program released in April 2023, administered by the Union of British Columbia Municipalities, provided funding support for communities to undertake assessments to inform land-use decision-making, which considers future housing needs, supply and location; transportation and infrastructure needs, with the goal to create more ‘complete communities’.
The District was successfully awarded a total grant of $90,500 from the UBCM Complete Communities grant program in October, 2023.
Engagement on the Downtown Summerland Complete Communities Assessment was completed in tandem with the District’s Downtown OCP Amendments related to the Downtown Neighbourhood Action Plan from March to May, 2024. Council officially adopted the Downtown Summerland Complete Communities Assessment as a guiding document for future planning on the Downtown at its meeting of May 27, 2025.

Downtown Neighbourhood Action Plan
The District of Summerland has established a Downtown Neighbourhood that promotes vibrancy, revitalization and embodies a collective community Vision through the Downtown Neighbourhood Action Plan (DNAP). Through technical work and community input throughout 2021 and 2022, this plan has created a new Vision and Action Plan for enhancing our downtown core.
The Downtown Neighbourood Action Plan was endorsed by Council on July 25, 2022. The endorsed plan is available via the link below:
