Development Cost Charges (DCC)

What are they?

As Summerland continues to grow, new developments increase the demand for infrastructure and services. Offsite infrastructure improvements such as roads, active transportation infrastructure, recreation amenities, expanded water and sewer capacity are required to support this growth. DCCs and ACCs are fees collected from developers and placed in reserves to help fund these necessary upgrades, making sure that growth pays for growth by contributing to the costs associated with expanding municipal infrastructure.

Project to update the DCC Bylaw

The District of Summerland is working with Urban Systems Ltd. to update the Development Cost Charges (DCC) Bylaw, ensuring that growth-related infrastructure needs are contributed to fairly, and distributed across the community. This process also involves updating the DCC program to incorporate recently completed infrastructure master plans. Proposed DCC and ACC projects include a distribution of costs between existing users and new development, and others are entirely growth related. The District is also considering implementing an Amenity Cost Charge (ACC), a new tool introduced by the Province in 2023 to help fund growth related recreation and cultural amenities.

You are invited to a DCC and ACC information session regarding the DCC and ACC review currently underway. Feedback received during this engagement session will be summarized into a report for Council regarding next steps for a new DCC bylaw.
