Affordable Summerland Framework - 2017

In 2017, the District of Summerland commissioned the Affordable Housing Framework Project to identify housing needs and requirements in the community, offer examples and experiences in the provision of affordable housing in other jurisdictions and provide guidance on what the municipality could do to make housing more affordable for residents across the economic spectrum.

Cherie Enns Consulting was procured by the District in the engagement and development of this Affordable Housing Framework. The final report delivered provides an overview of demographic and housing trends in Summerland, insight into its residents’ preferences for housing diversity and extensive examples of what other municipalities, private sector and non-profit groups have done to tackle issues of housing affordability.

Regional Housing Needs Assessment - 2021

The District of Summerland collaborated with the Regional District of Okanagan-Similkameen (RDOS), the City of Penticton, and the Village of Keremeos on the completion of a new "Housing Needs Report" in conformance with Division 11 of the Local Government Act. EcoPlan International was retained by the RDOS to complete the "2021 Housing Needs Assessment" report. This report was received by District Council at their regular meeting of March 22, 2021. The Regional Housing Needs Assessment provide quantitative estimates of the total housing units required currently, and anticipated over the next 5 years (up to the year 2026). In addition, the report measures the number of households experiencing Core Housing and Extreme Core Housing Need. In 2016, the District of Summerland had a total of 445 households experiencing core housing need, and 215 households experiencing extreme core housing need.
